In addition, cooldowns, mobility, utility, complexity, and play styles can also be considered.

1 - Arcane Mage (S Tier)

The Arcane Mage stands out as an S-tier DPS spec in the War Within PVE tier list due to its exceptional balance of offensive power and defensive capabilities. This spec excels in strategic gameplay, requiring players to meticulously plan their cooldowns and anticipate enemy actions. While Arcane Mages boast robust defensive tools, they compensate for limited self-healing by mastering damage pattern recognition. Their offensive prowess shines through in burst windows occurring every 70 to 90 seconds, with the flexibility to adjust these timings through clever use of Shifting Power. The rotation ends with heavy execute damage, leading to a spiky gameplay style where the unique resource called Rage is quickly filled and emptied in large chunks. The key to playing Arms Warrior effectively is to spend enough Rage to keep from overcapping while not spending so much that you starve and are unable to fill global cooldowns. One of the strengths of the Fury Warrior is its simplicity while still delivering solid damage output. However, the sustained damage approach of the fury Warrior spec may not be as effective in situations that require high burst damage, keeping it from reaching the top tier in War Within.

 

9 - Subtlety Rogue (B Tier)

The Subtlety Rogue is a dual-wielding leather-wearing damage spec that excels in delivering intense bursts of damage in short cycles, with a major cooldown enhancing their burst DPS every two minutes. Subtlety's signature ability, Shadow Dance, sets it apart from other Rogue specs and forms the cornerstone of its play style. 12 - Shadow Priest (C Tier)

As a result, Survival Hunters have a lot of tools at their disposal for crowd control and staying alive in combat.

 

20 - Unholy Death Knight (C Tier)

Unholy DK excels at summoning armies of undead minions, creating a macabre spectacle as they overwhelm their foes. Their ability to infect enemies with multiple plagues adds a layer of complexity to their damage-over-time approach, while their capability to detonate packs of enemies with shadow damage provides satisfying AoE bursts. However, it may lack the raw power or utility to compete with higher-tier specs consistently.
