Based on what we know now, we are updating the WoW SoD Phase 2 Class Tier List, which ranks all DPS, Healer, and Tank specs at 40 level!
The Phase 2 meta looks to continue emphasizing many of the established physical damage dealing specs for end-game PVE content, as Fury Warrior, Rogue, and Hunter are predicted to maintain their dominance due to scaling benefits. However, some spellcaster specs like Boomkin and Destruction Warlock could gain ground with new talents. In PVP, the comments suggest Elemental Shaman will be a dominant force to be reckoned with thanks to huge critical strike boosts, while Shadow Priests are already feared and should become nightmares with added damage. Other expected strong PVP specs include Frost Mage, Warlock, and Shadow Priest, though Enhancement Shaman and hybrid talent build present new threats. WoW Phase 2 seems aimed to enhance fan favorites for raiding while spicing up the World PVP meta with potential new imbalances until the dust settles on the changes.

Season of Discovery Phase 2 DPS Tier List for 40 Level
Phase 2 of Season of Discovery promises to shake up the DPS rankings as several specs gain powerful new talents and abilities at level 40. Warriors look primed to remain at the top as Flagellation and Raging Blow enhance their already strong damage output. Rogues and Hunters should also maintain their strong presence with improved finishers and pet mechanics. Warlocks could see a boost with the Ruin talent adding significant critical strike damage. Enhancement shamans are poised for strong bursts with the talent reduction to Lightning Bolt and boosted flame attacks. Meanwhile, Shadow Priests may rise up from their current state with missing talents now allowing them to apply high damage over time effects. Elemental Shaman also gain better sustain with faster spellcasting. Conversely, Feral and Balance Druids continue lacking the consistent damage of other options barring significant changes from new runes or reworks. Retribution paladins may fall behind peers who scale abilities higher, though new mechanics could alter fates. Overall, Phase 2 promises to mix things up in the raid DPS rankings.
S Tier:
1. Warrior DPS - Already strong and will gain further increases from talents and gear scaling. Flagellation and Raging Blow buffs will boost damage.
A Tier:
2. Rogue DPS - Strong damage via combo points and finishers. Will excel in melee cleave situations.
3. Hunter DPS - Steady damage and good scaling from new pet abilities. Talents will help in utility and maintenance.
B Tier:
4. Warlock DPS - Ruin buff and other improvements give good potential via DoTs and damage over time.
5. Enhancement Shaman - Strong burst via Lava Lash/flames and new talents/abilities give good sustained output.
C Tier:
6. Mage DPS - Spellpower scaling and talent upgrades will boost damage well, though may lack burst potential of others.
7. Shadow Priest DPS - Missing talents currently hamper damage but gains at 40 could push them up with strong DoTs.
8. Elemental Shaman DPS - Lightning Bolt cast time reduction helps damage throughput but less utility than Enh currently.
D Tier:
9. Retribution Paladin - Damage scaling may taper off compared to other melee who gain more from talents and abilities. Mobility issues remain.
10. Feral DPS - Still lacks strong attacks besides Mangle/Rake. MCP reliance is problematic.
E Tier:
11. Balance Druid - Starsurge damage is strong but lacks consistent damage and talent abilities of other casters currently. Mobility is also an issue.
Season of Discovery Phase 2 Healer Tier List for 40 Level
The advancement to level 40 is likely to bring both opportunities and challenges for various healing specs in Phase 2. While Priests stand poised to retain their dominant position, Druids, Shamans and Discipline Priests may push closer to the front lines through talent overhauls and fresh mechanics in the new phase. But mana management will likely continue hampering all healers' progress apart from improvements to regen.
S Tier:
1. Holy Priest - Strong direct heals and utility make them the premier main healer. Power Word: Shield is invaluable. Holy Priests should maintain their strong tool kit of direct healing spells, though other healers may gain ground.
A Tier:
2. Restoration Druid - Good at both reactive and proactive healing. Strong HoTs and mobility in 5-mans. May lack utility for raids. Restoration Druids will benefit from improved HoT effects and reactive heals.
3. Discipline Priest - Shields and damage potential gives great hybrid option. Lacks raw healing of Holy. Discipline Priests could see an increase in damage potential alongside shields with new talents.
B Tier:
4. Restoration Shaman - Chain Heal gives good group coverage. Will perform well with Cleave stacking. Totems provide utility. Restoration Shamans may strengthen group coverage through upgrades to Chain Heal and supportive totems.
C Tier:
5. Holy Paladin - Strong single target heals but limited AoE/utility compared to others. Mobility and bubbles provide utility. Holy Paladins could utilize extra utility from blessings and protection.
D Tier:
6. Arcane Mage - Evocation and low mana costs allow this but lacks dedicated healing spells. More a supplement than main healer. Mana constraints will remain a challenge for all healers except perhaps Arcane Mages, who provide valuable regeneration but lack dedicated healing spells.
Season of Discovery Phase 2 Tank Tier List for 40 Level
When tanks advance to level 40 in Phase 2, some shakeups may occur in tanking viability across different specs. Tank roles could see some competition through new level 40 talents, but default class design points to Warriors enduring as kings of the tanking throne. Druids and Paladins in particular may edge up through fresh mechanics, yet Warriors stand poised to remain the premium main tank.
S Tier:
1. Warrior Tank - Plate armor, high HP, strong active mitigation from Shield Slam/Revenge. Best at holding single target aggro. So Warriors will look to solidify their reign at the top with upgraded active mitigation.
A Tier:
2. Druid Tank - Threat from Mangle along with armor boosts keeps them competitive. Mobility allows kiting when needed. Bears can leverage stronger Lacerate damage and new abilities to bolster survivability and threat generation.
B Tier:
3. Paladin Tank - Plate armor gives survivability but limited active mitigation. Can rely more on heals/bubbles than others. Paladins may find ways to compensate for lack of damage mitigation through additional utility.
C Tier:
4. Shaman Tank - Emerging options like Shaman could pull closer through talent overhauls improving damage intake and output. Mail armor is squishier. Thunderclap helps threat but less reliable mitigation than Warriors/Druids.
D Tier:
5. Warlock Tank - Demon armor provides some tankiness but limited throughput. Better suited to off-tank niche roles with Felguard. Warlocks utilizing the Felguard may carve a niche through demon armor and abilities. However, lack of plate or high armor will still handicap these off-tanks compared to optimal Warriors and Druids.
E Tier:
6. Rogue Tank - Evasion gives a niche use but lack of weapon skills, block, armor severely hampers viability.
